The hitman is a character in Kevin War played by Aaron Pando. He wears a blue jacket and sunglasses to distinguish himself from the Spanish Goblin and the one Hill Person played by the same actor. He is an assassin employed by Rodney to kill Kevin, seemingly with the intent of trapping his soul in Rodney's Tunnel.
When he first appears, he shoots Kevin in the head point-blank which causes him and the Milkis to tumble down a hill and separate. This does not kill him, however. Later, when Kevin and Cran try getting in and starting their car, the hitman continuously runs toward and away from the car until Kevin manages to turn on horse race music. It is then revealed while they were briefly distracted, the hitman managed to enter the backseat of the vehicle, shooting Kevin again and successfully "killing" him.
