Mushspawn debuts in Bathroom Blocks version 6 along with the creature they spawn. One may be crafted with a ghast tear, mushroom stew and gummies. It must be placed on mycelium to spawn a baby mushlet. Creating one gives the advancement "From Primordial Stew".
Rodney's Tunnel
Although the item on its own doesn't appear in Rodney's Tunnel, it is visibly part of the weapon called the Gummoning Staff which can create mushlets from mana.
