Nelly is a minor character yet to formally debut. She is made of a glossy teal gummy substance with her mouth and eyes appearing solid white inside. Her hair is seemingly the same as her skin, consisting mainly of three asymmetrical round bumps and loose “hair” at the back that can be down or tied up. Her form is loose and bendy, with spindly limbs coming from her more solid, round torso. She has four-digit extremities, and prominently large, round feet stabilizing her unbalanced figure. wears a simple yellow swimsuit, two yellow anklets, two shoulder floaties and a large white and salmon-pink inner tube around her waist. In some contexts, she simply wears a pink cropped sweater and long yellow sweatpants.

She is a 20-year-old woman working as a pastry chef at a boardwalk donut shop. She is usually accompanied by her small younger sister Connie, who she seems to take care of independently as they are the only two known members of their family. Despite her usual outfit, she has an aversion to swimming and simply wears it for her liking of floaties. This disliking likely stems from the kinds of dangerous aquatic creatures that exist near and are at war with her home.
